Instructor Certification Program

PHMSA TQ and NTQB Instructor Certification Programs
The Pipeline and Hazardous Materials Safety Administration's Training and Qualifications Center (TQ) prepares the nation's pipeline inspectors to conduct pipeline safety inspections and the National Training and Qualification Branch (NTQB) prepares the nation's hazardous materials investigators to perform hazardous materials inspections and investigations. From the establishment of these divisions until 2016, no internal credentialing program for the instructors training pipeline inspectors and hazardous materials investigators existed.
LEAD was contracted to assist in the development, implementation, and delivery of an Instructor Certification Program for all staff and associate instructors engaged in instructional activities at TQ and NTQB. Our experts in workforce and adult learning developed a customized, rigorous three-tiered program that, from 2016 to 2020, trained 124 instructors that resulted in completed certifications for 88 Instructors (Level 1), 26 Senior Instructors (Level 2), and 10 Master Instructors (Level 3) across both divisions.
Our professional educators developed curriculum for the program, delivered the training, and acted as mentors and coaches to every student who participated in the program.
